I do both - it depends on what's happening in my life. If I feel stuck, I then know it's time to start asking myself why I'm bored or restless and what I want to do about it. I've found a website called sproximo helpful for that.
On the other hand, when I'm feeling like I've got too many things going on at once; then for me that's a clue that some unplanned, spontaneous time is needed.

Earlier in life I was definitely more goal oriented. At 51, as of two days ago, I'm now more of a rider who allows things to unfold.

Set goals. I'm not much of a "lets see what happens" kind of girl. I have to have plans made. I'm very cautious.

One of the Kennedys said that his grandmother, once a year, would sit down each grandchild and ask them what they intended to accomplish next year. The grandmother would monitor, as I recall, what they intended to do vs what they actually did a year later, on a year by year basis, as I recall.
Above = unusual example.

You're always welcome to ride with me if I'm going your way. Are you having fun yet? Isn't this the greatest ride? YOU know it hasn't been so long ago that I left Hell. I'm going like a bat right out of it. Whhe! and I'm doing it stone, cold sober as a matter of fact.
