Let's say the President makes a speech, and leaves his notes on the podium when he exits the building. Probably -no harm no foul.
Let's say that while you are walking through the Oval Office, or Air Force One, you snag a copy of a speech laying on a desk. Then it is a Federal crime. The FBI would be looking for you, and when they found you they would provide the Attorney General of the U.S. with all the evidence needed to put you away for a long time.

Well.

Lets break it down.

First, you would have to attend one of his speech ceremony thingy bobs.

Second, you would have to break through security, which could be thought as a threat to the President, which in turn can become a very violent matter (getting tackled, tazed, or even shot).

Third, You could be arrested for disrupting the peace, this is because you could have incited a riot or something such as that.

Forth, You could be arrested for theft.

Why do you want to know?

I think it would be funny to see someone try.
