If you are planning on attending an university, you should take physics as that is usually required for admission.
If you are planning on pursing a technical career (computer field, electrician, carpenter, etc.) you might benefit from the physics class.
If neither a technical career nor higher education are in your future, you might just go with the planetary science class.

Why would planetary science even be offered at 12th grade level? Physics is foundational. Planetary science is fascinating (my daughter majored in it), but without physics, you can't do anything with it. Should I spend a year learning carpentry or should I spend a year learning to use a screwdriver?

If this is likely to be one of your last science classes then go ahead and take planetary science, it's normally a fun course. If you do plan to go on in pretty much anything that would require you to take science courses in college, or even think you might, then take physics.

If you want to go into engineering, physics or mathematics - take physics - it will prepare you for those tracks.
If you want to major in geology, or environmental science of some kind, then take planetary science -
if you don't know, take what interests you the most - or take both!
