He's even been bald when he was a child... is there a reason or is it just his style? lol

In the comics LL became bald after Superboy attempted to put a fire out in his lab but ended up spraying him with chemicals causing his hair to fall out. Thats why LL hates Superboy/Man.
Before this episode they were good friends.

In the series Smallville which has rewritten alot of the history little Lex was caught in the meteor shower and the kryptonite meteors caused his hair to fall out.

Well on "Smallville" he got caught in the meteor shower when Clark arrived as a baby. Now in regards to the original story that's something completely different.
