Honestly - hot water and a cloth. Anything aquatic that can cause a problem has long since died, so just rinse off the dust and go for it. If you have calcium stains you may want to use something stronger, like vinegar or lemon, along with a razor blade, but otherwise it won't take much.

I have used a very dilute vinegar solution and a lint less cloth. Just wipe the tank down to remove the dust and dirt that may have accumulated.

just plain water be very careful of what is put in your tank or use or fish will die.don't use window cleaner on the inside like someone else mention

Either use vinegar or unscented bleach. With vinegar, all you have to do is scrub the tank with vinegar, and wash it out with water. Bleach is more complicated because it is harmful to fish. Scrub the tank with bleach, and then add enough dechlorinator to treat the whole tank. Bleach (NaClO) is harmful to fish because of the chlorine (Cl) in it. By neutralizing the chlorine (Cl) with dechlorinator, you are left with harmless sodium oxide (NaO). Email me if you have any questions.
