Wow, if you lived by me, I would be more than happy to teach you everything about re-keying locks. How to re-key, Master key, and Grand-Master key. How to pick open locks with no keys, and how to make keys for lock without keys. I'd even show you how to custom make a key for them ,with the use of only a file. But, I'm not that good on the computer and wouldn't know how to show you everything needed. You can try going to Kwikset.com or Schlage Lock.com , They sell the re-keying kits. Hey ! I just thought of this,, True Value and other small Mom and Pop Hardware stores sell these kits to re-key our own locks with. You get the pins, and the tools and a new set of keys. Just from reading the instructions, you could learn how to do it. The price on the kits are $9.99 each. If you don't see them, they can special order them through Cotter and Company. Good luck, and no it is not against the Law. You don't need a licence to re-key locks ,only if you are starting a business. Byee

Not sure about rekeying them. I have always just changed the lock itself, this is usually not that complicated and there are many sites that will give you free diy. Better Homes and Gardens is one I really like, also the Home Depot offers free diy. I don't watch tv, but i know there are lots of shows that have web sites also with free information. I can't give you the names as I said because I don't watch tv. Try a google search under rekeying locks. Should return you some results.
Good Luck.
Also if you rent, you may want to ask your landlord to have it done.

the old-school tumbler kind of lock is simple if you have the kit (and the original key) all you do is pull it apart for a knob, or undo the nut if its a dead bolt. use the plastic rod to push the assembly out, take out the original, insert the new key, and replace the tublers until they are level. any hardware store can rekey a simple lock ( that way, if you have three doors, you can have them all take the same key)

for more complicated stuff, definitely appretice with a locksmith or take a course

i saw a kit down at Ace Hardware that shows you how to re-key your lock, so i would assume (yes i know) that most hardware stores carry something like it. just ask someone in the doorknob and lock section. you just need to know what kind of lock it is--this should be on one or both sides of the knob or your key--and buy the right kit. then be comfortable taking a door lock apart--you basically replace small pins that coordinate with the new key you have. or the easy way is to pay the locksmith, but then you don't learn nothin'.

Would you ask a doctor if you could take out your own appendix? or a dentist if you could drill your own teeth? It takes years of experience, by a competent, large locksmith to learn this trade. Some of the tools themselves are only owned by certified people due to their use. You could be out in jail for owning some of these tools, without a license.

Why not just replace the cylinder.
It's relatively easy.

this is a PROFESSIONAL skill, for which you should have a LOCKSMITHING LICENSE. You can't just learn this and go change someone's lock--THAT'S ILLEGAL.
