I'd like to set some loose in my country, which is located south of Canada. I'd want more than just one or two pairs, but with transportaition and rabies shots, etc. it could get expensive.

Just forget it. The people nor the government of Canada would allow such a thing. They already have huge problems with too many exotic plants and animals.
