They are fished out of ditch, so we know they died. Michael insists they be taken alive, so dying in a shootout isn't likely. Is it another team of Roth's men? Fredo?

They were set up by their own guys, they were to be killed directly after the shootout.

I've seen Godfather 2 like 100 times and I think Michael's henchmen did it but I could be wrong. Everytime I look at those Godfather movies I discover something different...

Fredo did it - Fredo lead them in so he had to be the one to clean up the mess when they failed at killing Michael.
