It look like bright dots on them like glitter dots.....is that a sign of ick???

there is a parasite called oodinium (or velvet) it appears as a light golden dusting on your fish.
its not so common any more and can be treated the same as ick

This is not ich. Ich will have the appearance of small white specks about the size of a grain of salt. Many fish change colors throughout their lifespans. It's very possible that a normal color change is occurring. Also, when fish lose scales through injury, the scales may grow back and the pigmentation may be different than its original appearance.

You didn't say what type of fish you have, so it's also possible that you have a juvenile fish coming into its adolescent and/or adult coloration. An example of this would be the Garabaldi (state fish of California). Juvenile garabaldi are orange with purplish spots. As they mature, the spots disappear and they become solid orange.

It is not ich in any regard.....

Glitter? That isn't Ick, but it is quite unusual... Could it be that it is growing new scales in place of fallen ones? What kind of fish do you have? Some fish have scales that are more reflective than others.
