It's "she has," past perfect. "She is been away at college" is clearly wrong! Though you can say "She is away at college." It's the same with the second example.

or
She is away at college.

(I think 'she's got' and 'she has got' are both bad grammar; it's better said as 'she has' or 'she has gotten.' Gotten is past tense, though, and wouldn't fit in this sentence.)

What language are you trying to translate? Since when is "she is been" or "she is got" ever good English?

Unless, of course, she is a has been.
