Locations don't move or hide, and they can be set up with video and other monitoring equipment that you couldn't do with people.

Because some places have more people where crime occurs. Some places could have the crime reduced by installing cameras, etc., but its still people doing the crime, so this question (and this answer) are kind of like asking the same question in two different ways.

I believe we cannot change people or how people opt to act. That's the reason why we need to focus more on the crime prevention efforts and hope that this will discourage people from committing these crimes.

If people see that the government is serious in implementing grave punishments on such crimes then people will have second thoughts of going against the law.

If people see that the neighborhood is safe and everybody is secure - then they themselves will help maintain this kind of environment.

If people see the efforts being exerted on crime prevention then they will see how vital and important this is not only for themselves but for their children's future.

If you focus it on a place were theres alot of crime then you'd not only be able to stop crime from being there but you'd also find more people {that aren't connected to each other or involved in the same crime} then just focusing on one person.

Isn't that what Homeland Security is doing, and yet time after time I see on the news that there are so many things that remain unprotected, or gotten by the screening. I think the powers that be realize they could never have a fool proof security program, and they want to make citizens feel secure so they simply switch their focus to places where they may have more control rather than people.

There are too many fanatics loose in this world to watch them all. Presidents and statesmen,great leaders world wide have been assassinated . What is the crime prevention community to do but target places,because you can't watch EVERYONE on earth! Really sad state of affairs, but given the enormous task I feel they are doing their best to protect us, but it will always fall short due to the clever well trained fanatics that have no regard to human life including theirs!

I would sya placing the emphasis on places is good and the worst 10% that cause problems. There is a perfect storm of factors that come together to form a bad atmosphere like fire.. If you take away one of these, the "fire will go out" but may start in a new area. By taking away one of these negative factors in the whole community you get rid of the problem.

You target areas that are high on crime and those people will eventually spread the good vibe to other areas, even though they are low on crime.

There are places where more crimes are committed.These are places that need to be analyzed and work out why there are more crimes committed and look for ways to address it.
