Well, it depends. Personally, I think that it means that they are comparing to if they were never created, if they were never born. If they were never born, they would not know anything, and they would not be happy or sad. However, people who say this usually have more downs than up in their life, so they would rather never be born, and let life remain neutral.

life sucks- to some blood thrirsty vampire that sucks/drains the life out of u. so life and its prob sucks/drains out ur enthusiasm, faith positivity, ever wondered why most pple are melancholic/pessimistic----life sucks.
or a prostitute who sucks a... in the pretence of pleasuring u when she makes u broke. just like life patronises u, gives u some happy moments only to rob u of ur youth,positivity etc through its prob+ its shortness.

Usually, the storybook version of a "normal" life.
We see all these things happen to people (whether or not they're real) and we say that when it doesn't happen to us that life sucks.
Then again, for some people, it really does suck.
In my humble opinion, I think it's more relative than anything else.

to how they are treated and how others are. to how ppl are with them and how they treat others. what they have had to endure in life or are doing. if they are suffering i.e. illnesses, one after another...when they are unhappy. ppl dotn care about them no more. they dont recieve love that one should frm ppl close to them i.e. mother, father, bro or sis or girlfriend or wife or husband or boyfriend. if things keep going wrong and they have more bad luck in life than most ppl they knw.

In my case, I usually say it in reference to my current place in life; how I'm feeling lately.
I'm comparing it to other times, or what I hope to experience, in the future.

They are just overcome by their emotion. To weak to look beyond their suffering. Well since life is both a mystery and reality we compare it to itself in a way.

They're not really comparing it to anything. Most times people are complaining because things to not go their way, and get angry.
