It refers to 50 years old, because 50 is halfway to 100. The halfway point on a hill is the top, so now you would be "over the hill" and going down it, not up.

well the average life expectancy is around 75..so half of that is 37 and a half. That would be the pinnacle of your life and every thing after that would be "downhill" so to be fair to 40 & 50 year olds...over the hill would be 38.
