It seems pretty self explanatory to me. When crap happens to people with poor character, their character doesn't improve, it just becomes obvious that they have poor character. Likewise with people with good character. When faced with adversity, people show their true colors, but the adversity doesn't necessarily change the person for the better.

According to this saying, adversity reveals character because it shows you how people respond to adversity. Some people rise to a crisis and manage it without causing much disturbance around them. Other people complain bitterly when they have a problem as if they do not deserve it. People do not necessarily get better with adversity or difficulties in their lives, only the people who attempt to manage it will benefit and learn from adversity.

It means that rough times are not what form our character. They do not make us whateever we as individuals are.

Our character, the real us, is shown by how we react when things are going badly.
