Cricket magazine publishing company has quality periodicals for kids of all ages. For little ones, you can get a subscription to those chunky baby books, and as the child grows (if it is a relative or child that you will continue to purchase for) you can change to a variety of age and interest appropriate magazines...with NO ads in them! How cool is that?
other ideas...give the child a trip to a zoo, or offer to babysit for him while his parents have an evening out. Or find out if the child's parent's have a college fund set up and add to that.
Most kids that age have more toys than they know what to do with. They won't remember who gave them what, so either spend time with him, or give something that will enhance his life.

Go into Early Learning - anything from there. Galt toys are always brilliant - simple, old fashioned to look at, but guaranteed kids will play with them long after Christmas Easter and way past his 5th birthday too. Wooden trolly with bricks is a winner. Pricey, but worth it!

My Son's favorite toys when he was that age was a Fisher price dinosaur that you put balls in and they would make music and lights go off. Anything like that would be great!
Go to the nearest Toys "R" Us and go to the toddler section and look around and if you need help ask someone, the nearest person to you for help and you will be surprised at the variety of toys that they have.

Stay away from toys until you can guarantee that they're not made in China. I'd say anything with mirrors or books....my daughter, age two, has learned sooooo much from books and even knows what a porcupine and zucchini is!

A few ideas:
KnotWud: A new line of blocks that LOOK like wood, but are actually very soft, so the child won't hurt himself or someone else!

Crayola Beginnings products--art supplies made with the toddler in mind. I especially recommend the Tadoodles First Marks (markers), paint brushes, and crayons. They are made to minimize mess (yay for parents!) and are designed to fit a toddler's hand.

Dominoes, I'm serious. I gave set to my niece and my nephew. Get the ones with colored dots. My nephew in particular, he loves them. He would pile them up in-between his legs and start kicking his feet back and forth. He loves to hear the sound when the rustled together. I discovered he liked playing with dominoes when I used them as a distraction when his mother was trying to leave and he was not so happy about that fact. I gave those to him when he was one, he is now 4 and still plays with them. If you think about it, they are good on a many levels. Helps them with their motor skills, stacking. Helps with their counting. Finally, if you get the colored ones they can help with color identification

maybe some stuffed animals?
they always tend to love toys that they can mess around with, and be able to make there own sound effects, but then again they like the ones that make noises.
good luck!
