Tetras lay eggs, so it isn't pregnant, but it may be holding eggs. If you have a male Bleeding Heart Tetra and you're interested in breeding them, move the pair to a 2+ gallon tank where they can lay the eggs. Once the eggs are laid, move the parents back to the original tank, and wait for the fry to hatch. Once hatched, feed them powdered flake food, baby brine shrimp, micro worms, or First Bites. That's impossible that your tetras is pregnant. The only freshwater fish family I know that gets pregant are the livebearers [poecilids] which consist of guppies, molies, halfbeaks, limias, platies, swordtails, mostquitofish and etc.

You are probably overfeeding your fish too much and is staying at the bottom of the tank. I think also, when your fish is sick, it mostly stay at the bottom where cover is more likely to be found.

Tetras are not live bearing fish they do not get pregnant. It may be doing this because it is being picked on by other fish or it has some sort of illness check over it's fins and body to make sure everything looks normal. Also check the ph nitrate and ammonia of your water, and your water hardness. Tetras like soft slightly acidic water so this may be your problem.
