Heard that before, and realised it IS odd. Probably because they didn't want to show him completely "naked". Whereas daily he wears a shirt, when he'd get out of the shower, he could only have a towel. I actually heard that the comic book was banned from some country because of Donald's "nudity".

To dry his feathers, and also to display the fact that he just got out of the shower. It's easy for kids to link things together, and remember what happens when it's logically connected.
