Wouldn't you automatically rule them out as a possible spy, if they were behaving like a village idiot ?
So wouldn't this be an excellent cover ? (If you can figure how to avoid getting booted out)

Hey ffantasizing, people tend to have a certain body language when they have something to hide, especially if they are searching for certain info, they tend to linger where that info may be, that is if you know what that info might be yourself, most likely whoever has the best access to defense info. This person may also tend to hang with certain people in your office, or tend to be more nosey than an average joe. Really the best way to spot a spy is to be a spy, that's if you think it's that important, but most likely if it has to do with defense info, this person knows what he is doing. I don't know if this helps but it's all I got right now. Have a good evening ffantasizing.

The best spies go undetected for a long time because they are trained how to use all kinds of spycraft.

What we find are the inept spies working for inept government agencies.

For example, the Social Security Administration worked with the GAO to identify people on the payroll of critical infrastructure such as the Department of Defense, the Military, the White House, Nuclear Power Plants, Area 51, and a bunch of other such places.

They found (you can find the report at www.gao.gov) tens of thousands of people working at critical infrastructure who either had
* a phony social security #
* multiples with the same social security # (different people who had stolen the same one)
* died when they were 5 years old (someone else went to cemetary or death records, jotted down names of people who died young, got copy of their birth certificate, and used that to fabricate a phony identity)
* died a few years before they were hired (some of these were false reports of death & some were cases of people with criminal records who used some relative's name when getting a job they should not have because we don't want felons in certain job functions

Well, yeah, the best spies are the ones who act the least like spies. And besides, acting like an idiot would help them fit in with everybody else in the defense industry.
