Arkansas's State Constitution allows for a Jury as small as 9. ALSO, the jury does NOT have to be unanimous in order to convict - only 9 "guiltys" are needed. HOWEVER, in ALL FEDERAL CRIMINAL PROCEEDINGS there must be a jury of 12.
I am aware that there are other states with similar provisions, but I don't know which states they are.
