I really wanna know!! How does it happen if it can happen. And why is the world flat??

1. The world isn't flat.
2. Fish can get intoxicated if there is alcohol in the water for some reason. They could only get "high" off of water soluble drugs, and any amount of drug is likely to kill them before you see a real reaction.

The world isn't flat, it only appears that way as you can only see in a straight line. You'll perceive the world as being flat if you watch the sunset over water or an open field/plain. Our eyes can only see on a singular plane which is why people believed the world to be flat hundreds of years ago.
How do fish get high really depends upon what you mean by "high". Fish rise and fall in the water by inflating and deflating their swim bladder. Therefore, a fish would get "high" by inflating it's swim bladder causing it to swim at a "high"er level. If you refer to "high" in the drug induced sense, Soop Nazi is correct.

The world is round, and has not been thought to be flat for some time. As for fish getting high, I cant think of a drug that does that, but I know tobacco seems to make them go belly up and easy to catch. But I have never seen one swim away after its introduction.

Fish get high because the world is flat which allows for a more direct flow of intoxicating substances which we don't notice because we are so big but fish are so small so they get intoxicated easier but it makes navigating the oceans of the world easier because the world is flat and they won't bump into anything. I bet you a fish........ cuz you high.....

Are you low on the grades in geography? Oh come on, the world isnt FLAT. Its just your extensive optical illusion.
How do fish get high? You mean get at high altitude? I really dont understand what are you saying.
