Incest between adults is a crime in all 50 states. But, if it's with a child, then it's aggrivated Incest which is a felony.
A person commits incest if he marries or engages in sexual intercourse with a person he knows to be, either legitimately or illegitimately:
His ancestor or descendant by blood or adoption; or
His brother or sister of the whole or half-blood or by adoption; or
His stepchild or stepparent, while the marriage creating the relationship exists; or
His aunt, uncle, nephew or niece of the whole or half-blood.
Note: Intercourse is the key word. That's pretty difficult with two females.

The law varies by state. It is illegal in every state. In some states such as New York it is a felony.
Its important to note however that the majority of these laws do not mention anything other than vaginal sex as being regarded as incest. Meaning that it can only take place between a male and a female, and they exclude all other acts such as oral sex meaning that oral sex would not constitute an incest charge, nor would anything that a male-male or female-female could do with each other.
So whatever happened between the two females in the video, was completely legal.

hmm...i know it starts not being considered incest if you are at least 4th cousins--that is your aunt/uncle's child's child's child; you and that person would only have 6% common genes. and on average everyone has at least 6 lethal-recessive genes...so the likelihood of any children from that union having some deadly genetic combo would be low ~3%?
HOWEVER...there are several cases where siblings have married and have had healthy children--these people were adopted, and by some strange luck the brother/sister found each other AND, not knowing they were brother/sister, pursued relationships. and if i'm remembering correctly, those that found out they were brother/sister continued to live as husband/wife w/ no legal ramifications.

Consensual sex between adults is generally not interfered with in the US, whoever is doing it, simply because the cops have better things to do than hunt out the victimless criminal. Technically, what you described, consensual sex between twin sisters, is not incest, because they are not performing penetrative intercourse. However, if it was a brother and sister, or the couple were CALLED brother and sister, authorities might still ignore it - depending on whether or not they had anything else to do.

Two female twins, yes. Two male twins yes, but in the south they'd be lynched then the lynch mob would try it themselves (in secret, of course). A male and female twin brother and sister having intercourse, no. It's the creation of offspring (or the chance of it) that's the main problem. There are universal cultural taboos and laws against it.

There are laws on the books that make it illegal. I am not so sure how often it is proved. I have heard of a brother and sister having a kid together. They were really poor, and nearly transient types that rented from this slum lord my uncle used to work for.

No. Having a baby between two family members would almost guarentee a diesease to it because of the gene pool not being mixed. One of them might not be able to have babies. If it is lesbian or gay then it is oddly enough not illegal.
