My mom says she saw it on the news yesterday, I am trying to source the report and none of my searches are coming up positive.

Cuba did auction the rights to oil drilling, offshore in the gulf. China did purchase the rights for some of Cuba nearshore waters. Some parcels also went to other bidders. I don't know the exact dollar figure though.

The Chinese are the world's largest polluter and have a fast expanding industrial center that requires nearly all oil to be imported. They are making arrangements the world over to get the oil they need so this is not something aimed at the USA as implied. However, this huge demand with the world refining capability maxed out means demand is exceeding supply and is the primary cause for the record high oil prices and THAT does effect the US economy.
