its always there i hve 4 guppies in there

It is probably from your filter. If you have an HOB (hang on back) filter, it is probably from the output cascading into the water. If you feel the need to get rid of the "spitty bubbles" just raise your water level to the same height as the filter output. Guppies don't blow bubble nests.

It could be residue in the water clinging to bubbles and causing a bubble mass. Do you do regular water changes? What sort of chemicals do you use? Some aquarium additives can cause it.

Im not sure if guppies build bubble nests but I do know that if there is/was a betta in there it is a bubble nest. If guppies do build bubble nests than it is because they are happy.
