Yes you are right it is static electricity that causes the electric shocks.
There are two things that you can do to prevent this uncomfortable experience
the easy way is to put your elbow or shoulder on to the car or your leg so long as you have some clothing between you and the car, This should discharge the static eletricity.
Alternatively go to a garage and get some static electricity discharge cablles fitted to your car. These are a couple of flat cables attached to the back of the car that drag along the road and discharge the static electricity.
Don't worry about it. you have a lot of energy. Thats good.
just discharge the excess to the earth.

it's static electricity. it builds up when you slide across the seat, especially so in dry weather. Get a can of "static guard" at the store and spray your seats. Do it on a small place first to make sure it won't discolor the seats. I've nevr had it harm any of my many seat covers, but you never know.

They actually have a fabric spray you can spray on your seats to prevent that, also you can just rub down your clothing and your seats with a dryer sheet whenever you go in your car and it should prevent that... and it will make you smell nice.

Every one is right. A point in safety, and caution. When putting fuel in your car never but never get back in and out to remove the fuel nozzle. This can and has caused many of explosions. They first thought it was cell phones.
