You can't just send a letter with proof and have a ticket go away. Particularly since you were cited for no insurance and for leaving the road.

The ticket should have a court date. If not, contact the court to find out when your court date is. Go to court with your check book and a copy of your insurance papers *that show the insurance was in effect on the day of the ticket*. The insurance part of the ticket should be dropped.

If your court date has passed then you need to pay the fines and go to court concerning your failure to appear.
