I'm assuming you mean Rune Factory: A Fantasy Harvest Moon...

In the above RF, your level in a skill like fishing or watering doesn't impact what you can do with that skill, it just makes the action more effiecent and burn less energy. It is the level of your fishing rod that determines what you can catch, and that requires forging it into superrior versions.

(Note that the craft skills are a little different. With them skill level determines what your success chance with each recipie is, since higher level recipies require greater skill, they limit what you can make until you've made things below them.)
