There are many "efficient" methods of population reduction but very few ethical ones. Even birth control isn't considered ethical by some.
Sterilizing "scum" and killing "old" or "sick" people requires defining what constitutes scum, old, and sick.
Maybe you should use random selection like a lottery, or a bingo game.
This has all been tried before....you've heard of that Hitler guy haven't you?
Therefore the MOST efficient, ETHICAL method of population control is EDUCATION.

Every other animal including birds know what to do when there is a lack of food or water, they hold back on their breeding until they can once again cope with a family. Not so with us, we build great food mountains and dams so that we dont have to be worried about having it off, whatever the weather throws at us, we are still able to have babies. We dont even need to worry about contraceptive measures, we can always start a few wars here and there if it gets really bad.
