Your troop leader forgot to explain it! It's a project that would take at least 40 hours of planning and completion, and it should benefit someone.
Here are some ideas especially for Scouts.

And here is a handout that shows how to turn a simple idea into a 40-hour project.

An Interest Project Award, or IPA is the 11-17 equivalent of a Try-it or Badge. You will need to do several of them on the way to the Silver Award. You can get an Interest Project book online, through Girl Scouts or (cheaper, but make sure you get the current edition) from amazon.com.
http://www.geocities.com/Heartland/Orchard/4866/SilverAward/index.html
has a Silver Award guide for both the Girl Scout and her advisor. (I hope your advisor will work you through this, too!)
http://www.geocities.com/gsgreenneck/Silver.htm
has a list of Project ideas, but it really should be based on something you love, since it will take a good chunk of time.

Interest Projects (or IP's) are the badges that older girls (Cadettes and Seniors) earn. You'll need to earn 3 of these as part of your prerequisites for earning your Silver. You can find them in the Interest Project handbook or online. The IP's online are different from the ones in the handbook. There are many prereq's and if you go to your council store you should be able to find the Studio 2B binder insert "Girl Scout Silver Award Go For It". It has all of the steps listed for you. Some councils have a replacement resource as the 2B stuff is being fazed out. The community service project (Silver Award Project) isn't started until you have completed the other steps (3 IP's, Focus book "Uniquely me", GS Silver Leadership Award, 4B's Challenge). You'll also need an advisor to sign off on your progress, and to approve your Silver project proposal, as you go. If you don't have a Silver Advisor trained troop leader, check with your council to find out who the coordinator is and she can advise you. Good Luck! I wish you great success in your goal to earn your Silver!!! Then it's on to the Gold Award!!

your silver award project is a large sevice project planned, and carried out by you in order to recive your siver award. it is the equivelent of an eagle scout project in the boy scouts. I'm currently looking for some ideas for my eagle scout project myself, and i was thinking about organizing a 5K walk run to benefit the homeless. you could do a project for a church, or a park. just ask some one from the organization if any thing needs to be done. I know how hard it can be to find a good project, but keep asking around you will find something.

Partner with another group (n like a hospital or church) and help plan a awareness dinner, or seminar. Hand out pamphlets and make a how-to for the next event planners to take over.
