If you download something that requires an expansion you don't have it won't show up because you don't have the necessary mesh.
If an object needs the CEP download it from modthesims2.

- Make sure you've unzipped them (the extension will be .package) and they're in the My Documents > EA Games > The Sims 2 > Downloads folder.
- Make sure they don't require CEP (some recolored items do).
- If they are in a .sims2pack extension, just double click to install; do not put in folder.
- Make sure you're looking in the right place in the game to find them; sometimes, people will use the base object of a lamp to make an item to stand on your end table that lights up, so check under lights instead of decorative.

You have to check 'Custom Content Enabled' in the basic options (and then restart the game).
A good idea would be to uncheck the dialog which otherwise will ask you upon every game start if you want to enable the custom content.

are you opening or saving the document when you load it?
click open and download
then when its done loading open your game
then it SHOULD give you a list of your custom stuff
and click at the bottom Enable
