Yes, they would, and often do. A high school friend of mine married a wheelchair-bound woman with MS - they're happily married and just had a child.
Was this a hypothetical question, or are you asking for specific reactions on what each individual might do?

My spouse is mentally disabled, a vet with a head injury, I married him for him and didn't even know the extent of the head injury at the time I proposed. I feel it is about the person, inside.

everyone would have to judge for themselves what they should do. depends upon the love they have for each other. there was a man who had just gotten married before he was sent to Vietnam. while there he was severely wounded and lost both legs and both arms with no place to have artificial limbs attached. he wired his wife as soon as possible and told her the situation and would understand if she wanted a divorce. she wired back am planning on getting pregnant when you get home. they have 3 of the sweetest children you would ever want.

If a person lacks a mind it would be kind of difficult to have a relationship? if they where a drug addict or alcoholic I would have to say a big "HELL NO" I love my self too much to subject my self to that kind of bull ****. Now as far as being with a person with a physical handicap, If I was in love with this person and they where well suited to me, and had the things that I require such as lots of money and they loved to preform oral sex I would not have a problem being with a person that was handicap.
