Because eugenics is always wrong.
It was wrong when many parts of the forcibly sterilized those in mental institutions. It was wrong when Indiana banned those that were "epileptic, imbecile or feeble-minded" from marrying (to prevent them from breeding).
In fact parts the US continued to forcibly sterilize those considered "mentally ill" (which was very poorly defined) until 1963.
Power corrupts, and there are no "neutral judges". I would not want to be judged nor would I wish to judge who may or may not make a good parent.

Right on! You have to pass a test to drive a car, but anyone can bring new people into the world. Ever see that Mike Judge film, Idiocracy? It's not the best movie, but it has a good point...check it out.
