In absolutely dry air it is argon at 0.93 % of the volume. In very humid air it is watervapour but the amount of watervapour vaires greatly while the level of argon is pretty much constant.

There is 78% Nitrogen, 20.95% Oxygen, .93% argon, and .83% carbon dioxide. So i think it is argon but people fight over it and water vapor. hope this helps! :)

Most people say argon. But water vapor puts up a good fight.
