Absolutely.

Clinton cut programs even Reagan knew better than to cut. He signed the most right-wing welfare bill in my lifetime, causing thousands to become homeless, and cutting off mothers with children who had stayed on the rolls longer than an arbitrary limit.

He made it easier to execute prisoners, and, indeed, cut short his first presidential campaign to run home and preside over the execution of a retarded guy (who understood so little about what was going on he said he was going to vote for Clinton AFTER his execution).

He bombed Iraq on his very first day in office, blowing up a civilian apartment complex, killing Iraq's poet laureate (their version of Maya Angelou).

Clinton's Labor Department made it easier for employers to attack labor unions, and his labor secretary Robert Reich even said the time for unions had "passed."

Clinton cut student aid, and made the first few moves that paved the way for Bush's "Leave All The Children Behind."

He changed regulations in the executive department, making it more difficult for clinics that provided abortions to get federal funds for OTHER services.

He cut the number of attorneys in the civil rights division of the Justioce Department by one third.

Bill Clinton, despite being a "liberal Democrat," was the most conservative American president of the 20th century.

Want to hear another strange one? "Conservative Republican" president Richard Nixon was the most liberal! He abolished a FEW of Johnson's poverty programs, and increased the budgets on all the rest! He proposed a Negative Income Tax to replace welfare -- that's right, a REPUBLICAN president wanted to redistribute the wealth! He created affirmative action. He supported passage of an Equal Rights Amendment for women.

As a socialist, you won't be hearing me give ANY support to either the "liberal" branch of big business or to the "conservative" one -- but what we are told about them seldom follows the traditional images of what the terms "liberal" and "conservative" actually mean.

We need a labor party to get rid of both of these gangs of parasites.

Reagan was. Clinton was not a big domestic spender (which is funny considering Liberals never complained while he was in office), but he did cut a huge chunk out of military spending. He also raised taxes.

Congress is an important part of the equation. They propose all spending bills.

Hardly. But he was the only one to preside over both a military de-mobilization (cutting lots of money out of the budget) /and/ a massive economic bubble (dramatically boosting tax revenues), at the same time.

It's quite possible Clinton was on the balanced budget. However there is one who may beat Clinton who's now running for President in 2008. That's Ron Paul.

Brief Overview of Congressman Paul’s Record:

He has never voted to raise taxes.
He has never voted for an unbalanced budget.
He has never voted for a federal restriction on gun ownership.
He has never voted to raise congressional pay.
He has never taken a government-paid junket.
He has never voted to increase the power of the executive branch.
He voted against the Patriot Act.
He voted against regulating the Internet.
He voted against the Iraq war.
He does not participate in the lucrative congressional pension program.
He returns a portion of his annual congressional office budget to the U.S. treasury every year. (This alone probably hints that he would continue to be fiscally conservative even as president! -- Seriously who else would even think of doing that?!)
Congressman Paul introduces numerous pieces of substantive legislation each year, probably more than any single member of Congress.

Surely you jest.

The Republican congress during the time that Clinton was in office actually balanced the budget. Clinton signed paperwork, so he took credit for something that he didn't do.

Not hardly. He passed the highest tax increases in the history of civilization. By no means does that qualify him as conservative. His was a leadership influenced by partisan politics and not the better good.

The House and Senate were Republcian that is why the budget got balanced.
