I let my friend Rachel borrow my TV because she didn't have one at her new place. That was back in may. I have been asking for it back since end of August and she keeps giving me the run around. Her phone # is changed and she has moved. Is it a lost cause or can I report it stolen?

It is really a civil matter. Sue her in small claims for the value of the TV. But you will have to find her work address or home address to serve her with the papers.

No, it is a civil matter. She did not steal the TV, you gave it to her. However, you could take her to small claims court for the cost to replace the TV.
