An MS in Business is an academic degree concerned with the academic study of business theory at a high level.

An MBA is a professional degree concerned with the study of general business practices and their application.

In some cases, the two could be identical in content but generally the MS is a "why" degree and the MBA is a "how" degree.

An MS student might examine "why does the price of gold tend to go up as the value of the dollar declines?" whereas the MBA would want to know "how can I make maximum profit knowing this information?"
