You buy terracotta clay from a ceramics or pottery supply place and you sculpt it to shape or thin it and pour it in a mold. You then take it to a place with a kiln (or buy a kiln) and fire it in a bisque firing.
Since you want it to absorb water to grow the chia seeds, you don't glaze it with a glossy coating and fire it again to make a water proof pot.
