MY DELL LATITUDE D800 HAS A 1.4 G CPU BUT ITS STUCK RUNNING AT ABOUT 600 MHZ I CANT FIGURE OUT THE PROBLEM I INSTALLED A SPEED STEP FIX FROM DELL BUT ITS NOT HELPING. I THOUGHT IT MIGHT BE HEAT BUT EVEN WHEN ITS BEEN OUT COLD FOR HOURS IT TAKES ABOUT HALF HOUR TO START UP I DID A SYSTEM DIAGNOSTIC AND THE FAN RUNS PERFECTLY. EEN THE POST TAKES A LOOOOOOOOONG TIME AT 600 MHZ IT STILL SHOULDNT TAKE THAT LONG, RUNS OK IN SAFE MODE STARTS UP IN ABOUT 10 MIN BUT STILL CPU IS RUNING SLOW IM STUCK ON THIS ONE. I DONT HAVE THE SYSTEM RESTORE DISKS EITHER COULD ALL THIS BE A DRIVER ISSUE. IM OUT OF GUESSES.

Go here and download the Bios update and install it http://support.dell.com/support/downloads/format.aspx?c=us&cs=19&l=en&s=dhs&deviceid=3582&libid=1&releaseid=R103840&vercnt=3&formatcnt=0&SystemID=LAT_PNT_PNT_D800&servicetag=&os=WW1&osl=en&catid=-1&impid=-1 Also run a full disk check with both boxes checked, and go to run and type in msconfig and change the boot to 5

The only thing that would cause your cpu to under clock is a change in the fsb, voltage, or multiplier. Verify they are all where they should be per the owners manual or google the motherboard/cpu specs for the correct settings. You could try to use the default/fail safe settings in the bios to see if that gets you back where you should be. If that doesn't work then you may have a bad power supply.

as a few of the other users have reported, this is probably a power setting on the laptop you have. on top of that a lot of modern chips have these power settings available, so that when the system isn't using the CPU, it is clocked down and therefore uses less power. i.e. CPU-Z reports that my AMD Phenom II X4 is only at 1200MHz by the time it actually gets to the report. this is because of the AMD power settings in the bios of my particular motherboard. I don't like having this option on, so I turn it off.

Re image the system to return it to factory specs, also update the BIOS, that should help. Remember that laptops throttle back the cpu speed to save on battery power so it may say 600MHz in the computer properties but will run at 1.4 Ghz when needed

Hi. The Dell CPUs in a laptop just seem to run slower than capable of, in my experience. Not sure if this is primarily for battery life (runs slow on the adapter) or to keep the chip cool, or what. I'll watch this one for answers better than this!

if running vista it may be set to power/energy saving where it runs at half speed until really necessary, otherwise i dont know sorry :( keep searching google it can sometimes help for example this thread

You can use it to throttle your CPU multiplier.
