Personally a belt works wonders. I don't want to see someone's butt hanging out. Just shows a lack of class and lack of self respect.

buy him a belt for christmas/b-day/hannuka, whatever works, and tell him that it may help with his problem. No pants-waist should ever want to get aquanted with the knees. It's just not right!

This is now against the law in a lot of cities and he can be arrested for indecent exposure. So - find out a city near you where it is against the law - then go there with him - and - walk by the police. He will learn his lesson and you will not have him actin out no more.
