Hooked up to the main water line at our house ~ it is broken and needs to be replaced ~ repairman are from $300-$700. My husband wants to go to Home Depot, get the part and replace himself. How hard would that be? I am thinking that it must be problematic because the cost for repairman is so high..... Any thoughts or comments will be MUCH appreciated.

First,I would check with your water company and see if they are responsible for the valve, could be that they are.
If the aren't,it's a very simple job:
Turn water off at meter.
There should be unions on either side of the valve;spray the threads of the union with WD-40 then tap on the union outer coupling with a hammer.
Use 1 pipe wrench to grip the "flats" of the male union half and use another pipe wrench to grip and loosen the female half of the union.
remove the valve and replace with the new one.
open water valve at meter and check for leaks.
Check the pressure;to increase the pressure, turn the adjustment screw on the regulating valve in a clockwise direction.

First what makes you think the pressure regulating valve needs to be replaced. Do you know for a fact because of water pressure in the house there is a problem? Have you had someone from the water department check it and indicate it needs to be replaced, also if they are to replace it or you? Next is the old saying since you gave a cost for a plumber, pay me now or pay me later. If your husband knows how to do it and can do the job go for it, if not you could be without water until the plumber arrives if you start removing the regulator and it isn't what you thought it was.. Start the job early in the morning if your husband is going to do the work, you might have to make a run to the hardware store for pipe fittings.

Your question is not real clear. Was the water line going to the house broken or was the pressure regulator not working. If replacing the water line is required, depending on the length it could cost that. If the water line was broken due to excessive water pressure from the city then a regulator should be installed right after the water meter. This would require it to be dug up by the meter, a meter box and the regulator installed there. This would let you have a regulated pressure on your yard line. If the regulator is bad inside the house not a problem just try and get one the same length as the old one. As mentioned before it should have a union on it. Turn the water off and open a faucet to alleviate the pressure.
Pressure regulators run $30.00 to $40.00

Plumbers get paid for what they know how to do, not actually what they do. You are paying for the plumber, the truck, the parts and the time taken. If the waterline has a union next to the regulator, it should not be a hard job. If no union, and steel pipes, call the pro.
