best product to bring luster back to sun faded vinyl.?

this is a delft blue vinyl chair seat outside in sun used.

A good leather cleaning cream. It'll clean the vinyl a bring back the luster without making it slippery like Armour all dose. Dirt makes vinyl lose luster.

Armour All available in the car care section of walmart/ Murray's Auto etc...

A polish or try wiping LIGHTLY with oil
