Miracles by definition are the occurrence of something unexplainable by common knowledge. The lack of knowledge does not infer the existence of God only the ignorance of the observer(s).

By definition, a miracle is the divine intervention of God. There is no stipulation about how big the miracle has to be. Small miracles like finding your lost wallet lying in the street after you lost it 3 hours before, running into an old friend that you were just thinking about, are just as much Divine intervention, as turning wine into water. And these small things happen everyday to everyone.
God does not love discriminately, His love is equal to everyone. It is not that God does not love someone when bad things happen. There are some things that happen simply out of a matter of course.
Add: I am not a religious person, but if you believe in 'miracles', this is the argument I would pose.

God loves everyone the same. Miracles ( large and small) occur as a manifestation of God's glory. He performs miracles through different people at different times according to His plans.

In answer to to your 2 course question.
1st - Miracles can only be orchestrated by God.
2nd - Yes will lead to belief in a God that loves everyone
(John 3: 16 For God so loved the world that he gave
his only begotton son, that whosoever
believe in him shall not perish but have
everlasting life.)
We need to stop blaming God for all of our consequences,
For whatever a man soweth he shall reapth, meaning we reap what we sow, for every cause there is an effect.
We should hold ourselves 100% responsible for our actions.

Unless everyone asked for a miracle and God chose to only grant them to a chosen few, this would not be an accurate hypothesis.

God loves all the human being on earth...he has a very advance computer which we dont understand...we have to wait his decisions which r programmed in it...LOL
