Tips for writing a condolence letter.
Don't be patronizing. Don't say, "I know how you must feel" because you really don't.
Don't say, "so-and-so is in a better place" because the family might think that the best place for that person was to be here with them.
Don't say so-and-so lived a long and fruitful life. Although nice sentiments, those are your opinions and you really don't know.
Don't say, "I know how you must feel because I've also lost a loved one, yada yada yada" because it's about them and not you.
Do be very sincere with your words.
Do offer your support.
Do say, "I am very saddened by your loss" because that is your feeling and it shows your love and consideration for the survivor.
Do offer something nice and specific about the person IF you knew him/her. Like, "So-and-so was such a vivacious person--s/he always greeted everyone with a hearty 'Good morning!'" Or, "Those of us at work who knew her/him will miss her/him dearly" if it's true.
If nothing else...just say, "Our thoughts are with you and your family" because sometimes that fits just right.

I think you are talking about CONDOLENCE letter--the note you send after someone's loved one has passed. I would write as follows:
I (we) am (are) so sorry to hear about the tragic death of ____________. He/she was a wonderful friend and companion in life and will be sorely missed by all. Be comforted that _________________ led a full and productive life and is now with the Almighty in a better place. Whatever I (we) can do to help you in your time of grief, please don't hesitate to ask.
