The Sun's rays are at their lowest angles at the Winter Solstice, so the lowest angles occur from late Fall into early Winter. Noting the phrasing of your question, this is not true of the whole Earth at once. For most of the southern hemisphere now, the Sun angle in the sky is increasing.

The sun's rays will be at low angles during the winter season.The angle will be the lowest on 22nd December (winter solstice) for the Northern Hemisphere when the sun is over the Tropic of Capricorn and on 21 st June(summer solstice) for the Southern Hemisphere when the sun is over the Tropic of Cancer.
