If you dissove NH3, NaHCO3, the solutions will be basic as a result the pH will be greater than 7 (7 to 14).

However, if you mean salt to be NaCl then since it is a salt of a strong acid and a strong base, then its solution is going to be neutral with a pH more or less equal to 7.

If you are using other salts such as NH4Cl or CH3COONa then the pH will not be near 7 as either the acid/base is weak and incomplete dissociation of the salt will result in a weakly acidic or weakly basic solution

Salt will give a neutral solution, and the others will all give basic solutions when dissolved in water. Of the three, sodium hydroxide will be the most basic (it is a "strong" base) and the other two are "weak" bases. What you want to use the base for will usually determine which is the best one to use.
