I own a shop, and have the tools to do it with. I have had the exact same idea for some time now. Yep its perfectly legal to make a car, and you can get a title for it in most states. I know this guy who took an old front wheel drive Olds Tornado that had a 455 in it, and made a dune buggy out of it. Talk about getting up the road!!! There would be a lot of red tape to getting it legal to drive on the road, and a bunch more red tape if you intended to sell it to customers, but yes it is legal as long as you don't get on the road with it until it will pass a government safety inspection.

Sure - if you can prove it meets the safety regulations.
I think the feds have a loophole for very small volume manufacturers. You should qualify for that if you make just one. But the burden to research this is on you, not the cop who writes you a ticket when you try to drive it.
