if you don't want to tear out the old windows, and just want to replace the glass, you'd have to get something thicker, like a tempered glass cut to the sizes you want. though i would imagine that would cost almost as much as new windows. i replaced my single pane windows in a "non-insulated" 1950's house, with double pane low-e glass, and it was sooo nice. no draft by the window in winter, almost no sound from the near-by highway, and cooler in the summer.

With a house built in 1922, ther is no insulation in the walls. Insulated windows are a waste of money. Go for the storms and leave the windows.

If you have the money, you can do whatever you want. Contact "Pella" My company made the newspaper in a large Southwestern city for using wood for one of the biggest jobs in the city, they are a beautiful window but, expensive. They can get you anything, you have to pay.

no,double pane windows are sealed and contain a gas charge to keep them from "sweating" between the layers.
"Back in the day" people would put "storm windows" up in the winter. They are a simple wooden frame covered with plastic sheeting.Provides some insulation factor and are easily installed and removed.

IF YOU KNOW A WOOD WORKER THEY CAN MAKE YOU A CUSTOM SET TO MATCH WHAT YOU HAVE . ( A FEW YEARS AGO , I BUILT SEVERAL TO GO IN A 1918 HOUSE IN MOBILE ALABAMA FOR THE OWNER .) THE MODERN DAY CUTTERS FOR THE SHAPER HEAD ARE A COUPLE DEGREES OFF FROM THE TIME YOU ARE TALKING ABOUT , BUT CLOSE ENOUGH TO THE EYE YOU WON'T NOTICE . IF YOU LIKE DOING WOOD WORK , BUY A TOP OF THE LINE TABLE SAW AND ATTACHMENTS AND HAVE FUN . AND YES ALL THE TOOLS YOU NEED ARE CHEAPER THAN HAVING SOME ONE ELSE DO IT . YOU WILL HAVE A DELUXE SET OF TOOLS PAID FOR WHEN YOUR NEXT PROJECT COMES UP
