i need to know how to secure a web page

I have the feeling that you're asking how to use the HTTPS protocol on your web site, but I could be totally wrong. If you want to use HTTPS, you have to have a PKI certificate for your site. You can generate this on your own (if you have your own server, a CA, etc) or you can use a trusted third party (Thawte, Verisign, etc). The link should help you if this is your goal. It walks through the entire process of what happens with a SSL/TLS web page.

A web page you create has no special feature to make it as you call it secure.
The security of a Web Page or Web Site is done through the service you use to publish the site.
If you are the Administrator then you automaticly have a Username and Password to Log in to the site to Publish or make any changes that is the security.
Don't ever give out your username or password.
