Firstly, I would correct your question:
What DO these mean.
Up & about is an older saying...like I'm up (out of bed) and about...like about town. around. doing things.
Watch your mouth is not meant obviously as a literal "go to the mirror and watch your mouth."
It is said as more of a guidance or warning to be mindful of what your mouth DOES...the words coming from it.
(like swearing, or saying hurtful, bad things that may be regretted later.)

1)You're doing something, well it means a variety of things...
2)Swearing, Insults, Harassment, stuff like that you should be watching what you say, Think about what you're saying before you do it practically.

first reference is typically used by people who were under the weather, recovering from surgery, etc. Now they are up (out of bed) and about (moving around).
