First off, do u mean garbage in terms of game mechanics, or garbage in terms of the quality of pieces and board?
If it's the former.....
Since Monopoly was already mentioned, I will go on a limb (lamb?) and say probably Risk. Never played it, but a few friends, as well as some online testimonials say that game is too much luck based. Even someone who's not very good at that game could end up winning vs good players simply b/c they had the luck of the dice
If it's the latter.....
If there was something of poor build quality, I can't recall it for the time being, so my closest, loosely related pick here would be Seafarers Of Catan 5/6 player extension. The game is great and the pieces and tiles are actually good quality of wood, thick cardboard stock, and full color manual, but for a $20 MSRP, u get so relatively little physical pieces

I don't know about worst, but Monopoly has to be the most over-rated game. It has the absolute worst game mechanics of any board game I have ever played.
About twenty minutes into the game everyone knows who is going to win and you spend the next two to six hours playing that out.
Most of the best board games are ones most Americans have never heard of.
