During the formation of clouds, water vapour which is an invisible gas condenses on what is called condensation nuclei(dust particles, salt particles.droplets of sulphuric acid, smoke etc) which are usually available in the atmosphere and forms tiny water droplets.Millions of such tiny droplets combine together to form the visible clouds. So, clouds contain tiny water droplets.

Water vapor and what ever the water vapor is attaching itself to. Molecules of H2O in the gaseous state need something to condense on in order to form clouds in the atmosphere. Usually this material is minuscule molecules of whatever is blowing in the wind at the given time. It's called dust.

They are either very small droplets of liquid water that have condensed on condensation nuclei (microscopic bits of dust or salts) or ice crystals also most likely formed on condensation nuclei or a combination of both.

The composition is dependent on temperature and the availability of condensation nuclei.
